So, what is Masterplanning?
Masterplanning
In order to turn the Vision from a simply a description of the future we need to turn it first into a design of what that future looks like, what parts of the town will be changed and improved. Secondly we need to set out a plan for turning that design into reality. There is an essential need to ensure that community and infrastructure developments are managed in such a way as to be positive, sustainable and resilient so that Chippenham is best placed to benefit from future changes; economically, socially and environmentally.
At this moment in time, despite the downturn in the national economy, Chippenham is experiencing significant interest from developers. Without an overarching guiding plan there is considerable risk that development will take place in a fragmented and uncoordinated fashion that pays little notice to the Vision developed by local people.
It is has been an expressed ambition of the Chippenham Vision Board that a detailed Masterplan is produced for the town that addresses the major changes likely to arise as a result of growth and that sets out an implementation strategy for delivering those changes. There has never been such a plan for Chippenham, the closest documents being the District Council Local Development Plan and the Conservation Area Management Plan.
Masterplan Stages -
Strategic Framework
A statement of aims and objectives for the physical regeneration of large areas of land or parts of the urban area of Chippenham. The strategic framework functions as the brief for the development of the Spatial Masterplan. It is based on analysis of data available on Chippenham and incorporates potential implementation processes.
Spatial Masterplan
A visual proposal for Chippenham focussing on development or redevelopment affecting physical, economic and social factors. It includes plans and written documents describing the proposed design approach and development. (Members of the community will be able to provide comments during this stage).
Implementation Plan
A written delivery strategy including, where appropriate, cost and programming or development and other proposals relating to the implementation of the masterplan.
